Creates the Asian American Family Commission Act. Creates the Asian American Family Commission. Provides for the appointment of members to the Commission and terms of membership. Provides that members shall serve without compensation, but shall be reimbursed for Commission-related expenses. Provides for the appointment of liaisons from specified State agencies to serve as ex officio members of the Commission. Provides that the Office of the Governor, in cooperation with the State agencies appointing liaisons to the Commission, shall provide administrative support to the Commission. Provides for funding to the Commission. Requires the Commission to annually report to the Governor and the General Assembly.

| 1 | | AN ACT concerning government.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 1. Short title. This Act may be cited as the Asian | 5 | | American Family Commission Act. | 6 | | Section 5. Purpose and objectives. The purpose of the Asian | 7 | | American Family Commission is to advise the Governor and | 8 | | General Assembly, as well as work directly with State agencies, | 9 | | to improve and expand existing policies, services, programs, | 10 | | and opportunities for Asian American families. The Asian | 11 | | American Family Commission shall guide the efforts of and | 12 | | collaborate with State agencies, including: the Department on | 13 | | Aging, the Department of Children and Family Services, the | 14 | | Department of Commerce and Economic Opportunity, the | 15 | | Department of Corrections, the Department of Human Services, | 16 | | the Department of Healthcare and Family Services, the | 17 | | Department of Public Health, the Department of Transportation, | 18 | | the Department of Employment Security, and others. This shall | 19 | | be achieved primarily by: | 20 | | (1) monitoring and commenting on existing and proposed | 21 | | legislation and programs designed to address the needs of | 22 | | Asian Americans in Illinois;

| 1 | | services, public policies, and research strategies that | 2 | | will expand and enhance the social and economic well-being | 3 | | of Asian American children and families;
| 4 | | (3) facilitating the participation of and | 5 | | representation of Asian Americans in the development, | 6 | | implementation, and planning of policies, programs, and | 7 | | services; and
| 8 | | (4) promoting research efforts to document the impact | 9 | | of policies and programs on Asian American families.
| 10 | | The work of the Asian American Family Commission shall | 11 | | include the use of existing reports, research and planning | 12 | | efforts, procedures, and programs.
| 13 | | Section 10. Asian American Family Commission.
| 14 | | (a) There is hereby established the Asian American Family | 15 | | Commission.
| 16 | | (b) The Asian American Family Commission shall be comprised | 17 | | of 15 members. The Governor, the President of the Senate, the | 18 | | Minority Leader of the Senate, the Speaker of the House of | 19 | | Representatives, and the Minority Leader of the House of | 20 | | Representatives shall each appoint 3 members to the Commission. | 21 | | Each member shall have working knowledge of human services, | 22 | | community development, or economic public policies in | 23 | | Illinois. The Governor shall appoint the chairperson or | 24 | | chairpersons.
| 25 | | (c) Members shall serve 3-year terms, except in the case of |

| 1 | | initial appointments. Five members, as determined by lot, shall | 2 | | initially be appointed to one-year terms; 5 members shall be | 3 | | appointed to 2-year terms; and 5 members shall be appointed to | 4 | | 3-year terms, so that the terms are staggered. Members shall | 5 | | serve without compensation, but shall be reimbursed for | 6 | | Commission-related expenses. | 7 | | (d) The Department on Aging, the Department of Children and | 8 | | Family Services, the Department of Commerce and Economic | 9 | | Opportunity, the Department of Corrections, the Department of | 10 | | Employment Security, the Department of Human Services, the | 11 | | Department of Healthcare and Family Services, the Department of | 12 | | Public Health, the State Board of Education, the State Board of | 13 | | Higher Education, the Illinois Community College Board, the | 14 | | Department of Human Rights, the Capital Development Board, the | 15 | | Department of Labor, and the Department of Transportation shall | 16 | | each appoint a liaison to serve ex officio on the Commission. | 17 | | The Office of the Governor, in cooperation with the State | 18 | | agencies appointing liaisons to the Commission under this | 19 | | subsection (d), shall provide administrative support to the | 20 | | Commission.
| 21 | | Section 15. Funding. The Asian American Family Commission | 22 | | may receive funding through specific appropriations available | 23 | | for its purposes made to the Department on Aging, the | 24 | | Department of Children and Family Services, the Department of | 25 | | Commerce and Economic Opportunity, the Department of |

| 1 | | Corrections, the Department of Human Services, the Department | 2 | | of Healthcare and Family Services, the Department of Public | 3 | | Health, the State Board of Education, the State Board of Higher | 4 | | Education, the Illinois Community College Board, the | 5 | | Department of Human Rights, the Capital Development Board, the | 6 | | Department of Labor, and the Department of Transportation. | 7 | | Section 20. Report. The Asian American Family Commission | 8 | | shall annually report to the Governor and the General Assembly | 9 | | on the Commission's progress toward its goals and objectives.
