AMENDMENT TO SENATE BILL 1154

AMENDMENT NO. ______. Amend Senate Bill 1154 by replacing everything after the enacting clause with the following:

"Section 5. The Grant Accountability and Transparency Act is amended by adding Section 31 as follows:

(30 ILCS 708/31 new)

Sec. 31. Budget implementation report.

(a) By January 1, 2020, and by January 1 of each year thereafter, the Governor's Office of Management and Budget shall compile a budget implementation report. The budget implementation report shall include the following information concerning each grant agreement entered into by a State awarding agency during the previous calendar year:

(1) the total cost of each project;

(2) detailed line items specified under guidelines issued by the Governor's Office of Management and Budget; and

(3) a specified purpose for the project.

The report shall be submitted to the General Assembly and shall be posted on the Governor's Office of Management and Budget's website.

(b) Within 48 hours after the Governor's budget address, the Governor's Office of Management and Budget shall file with the President of the Senate, the Speaker of the House of Representatives, the Minority Leader of the Senate, and the Minority Leader of the House of Representatives a copy of the entire budget, including budget implementation, as one appropriations bill and one budget implementation bill prepared by the Legislative Reference Bureau.

Section 99. Effective date. This Act takes effect upon becoming law.".
