| 2 | | AMENDMENT NO. ______. Amend House Bill 2377 by replacing | 3 | | everything after the enacting clause with the following:
| 4 | | "Section 5. The Firearm Owners Identification Card Act is | 5 | | amended by changing Sections 5 and 7 as follows:

| 7 | | Sec. 5. Application and renewal. | 8 | | (a) The Department of State Police shall either approve or
| 9 | | deny all applications within 30 days from the date they are | 10 | | received,
except as provided in subsection (b) of this | 11 | | Section, and every applicant found qualified under Section 8 | 12 | | of this Act by
the Department shall be entitled to a Firearm | 13 | | Owner's Identification
Card upon the payment of a $10 fee. Any | 14 | | applicant who is an active duty member of the Armed Forces of | 15 | | the United States, a member of the Illinois National Guard, or | 16 | | a member of the Reserve Forces of the United States is exempt |

| 1 | | from the application fee. $6 of each fee derived from the
| 2 | | issuance of Firearm Owner's Identification Cards, or renewals | 3 | | thereof,
shall be deposited in the Wildlife and Fish Fund in | 4 | | the State Treasury;
$1 of the fee shall be deposited in the | 5 | | State Police Services Fund and $3 of the fee shall be deposited | 6 | | in the
State Police Firearm Services Fund. | 7 | | (b) Renewal applications shall be approved or denied | 8 | | within 60 business days, provided the applicant submitted his | 9 | | or her renewal application prior to the expiration of his or | 10 | | her Firearm Owner's Identification Card. If a renewal | 11 | | application has been submitted prior to the expiration date of | 12 | | the applicant's Firearm Owner's Identification Card, the | 13 | | Firearm Owner's Identification Card shall remain valid while | 14 | | the Department processes the application, unless the person is | 15 | | subject to or becomes subject to revocation under this Act. | 16 | | The cost for a renewal application shall be $10 which shall be | 17 | | deposited into the State Police Firearm Services Fund. The | 18 | | Illinois State Police shall notify a person who possesses a | 19 | | valid Firearm Owner's Identification Card of the expiration of | 20 | | his or her Card at least 90 days before its expiration. The | 21 | | Illinois State Police shall establish and maintain an email | 22 | | and text message notification system for persons who are | 23 | | applying for or possess a Firearm Owner's Identification Card. | 24 | | In addition to receiving a mail notification of the status of a | 25 | | person's application for, renewal, suspension, or revocation | 26 | | of his or her Firearm Owner's Identification Card, the person |

| 1 | | may request email or text message, or both, notifications of | 2 | | the status of his or her application, renewal, suspension, | 3 | | revocation, and other notifications concerning his or her | 4 | | Firearm Owner's Identification Card.

| 7 | | Sec. 7. Validity of Firearm Owner's Identification Card. | 8 | | (a) Except as provided in Section 8 of this Act or | 9 | | subsection (b) of this Section, a Firearm Owner's
| 10 | | Identification Card issued under the provisions of this Act | 11 | | shall be valid
for the person to whom it is issued for a period | 12 | | of 10 years from the date
of issuance , except that if a person | 13 | | is issued a concealed carry license under the Firearm | 14 | | Concealed Carry Act, the person may be issued a Firearm | 15 | | Owner's Identification Card that is valid for the person to | 16 | | whom it is issued for a period of 5 years and expires upon the | 17 | | expiration of the person's concealed carry license . | 18 | | (b) If a renewal application is submitted to the | 19 | | Department before the expiration date of the applicant's | 20 | | current Firearm Owner's Identification Card, the Firearm | 21 | | Owner's Identification Card shall remain valid for a period of | 22 | | 60 business days, unless the person is subject to or becomes | 23 | | subject to revocation under this Act.

| 1 | | Section 10. The Firearm Concealed Carry Act is amended by | 2 | | changing Section 50 and by adding Section 50.1 as follows: | 3 | | (430 ILCS 66/50)
| 4 | | Sec. 50. License renewal. | 5 | | (a) This subsection (a) applies through the 180th day | 6 | | following the effective date of this amendatory Act of the | 7 | | 101st General Assembly. Applications for renewal of a license | 8 | | shall be made to the Department. A license shall be renewed for | 9 | | a period of 5 years upon receipt of a completed renewal | 10 | | application, completion of 3 hours of training required under | 11 | | Section 75 of this Act, payment of the applicable renewal fee, | 12 | | and completion of an investigation under Section 35 of this | 13 | | Act. The renewal application shall contain the information | 14 | | required in Section 30 of this Act, except that the applicant | 15 | | need not resubmit a full set of fingerprints. | 16 | | (b) This subsection (b) applies on and after the 181st day | 17 | | following the effective date of this amendatory Act of the | 18 | | 101st General Assembly. Applications for renewal of a license | 19 | | shall be made to the Department. A license shall be renewed for | 20 | | a period of 5 years from the date of expiration on the | 21 | | applicant's current license upon the receipt of a completed | 22 | | renewal application, completion of 3 hours of training | 23 | | required under Section 75 of this Act, payment of the | 24 | | applicable renewal fee, and completion of an investigation | 25 | | under Section 35 of this Act.
