Amends the Illinois Vehicle Code. Provides that, instead of a distinctive electric vehicle registration plate, the Secretary may require an electric vehicle decal to be displayed on any registration plate otherwise available for motor vehicles of the same class as the electric vehicle. Provides that the owner of a motor vehicle of the first division or a motor vehicle of the second division weighing 8,000 pounds or less propelled by an electric engine and not utilizing motor fuel who qualifies for any veteran license plate offered by the Secretary of State shall pay the same registration fee as that charged for the qualifying plate.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Vehicle Code is amended by | 5 | | changing Section 3-805 as follows:
| 6 | | (625 ILCS 5/3-805) (from Ch. 95 1/2, par. 3-805)
| 7 | | Sec. 3-805. Electric vehicles. | 8 | | (a) Except as provided in subsection (b), the Until | 9 | | January 1, 2020, the owner of a motor vehicle of the first | 10 | | division or a motor vehicle of the second division weighing | 11 | | 8,000 pounds or less propelled by an
electric engine and not | 12 | | utilizing motor fuel , may register such vehicle for
a fee not | 13 | | to exceed $35 for a 2-year registration period.
The Secretary | 14 | | may, in his discretion, prescribe that electric vehicle
| 15 | | registration plates be issued for an indefinite term, such | 16 | | term to correspond
to the term of registration plates issued | 17 | | generally, as provided in Section
3-414.1. In no event may the | 18 | | registration fee for electric vehicles exceed
$18 per | 19 | | registration year. Beginning on January 1, 2020, the | 20 | | registration fee for these vehicles shall be equal to the fee | 21 | | set forth in Section 3-806 for motor vehicles of the first | 22 | | division, other than Autocycles, Motorcycles, Motor Driven | 23 | | Cycles, and Pedalcycles. In addition to the registration fees, |

| 1 | | the Secretary shall assess an additional $100 per year in lieu | 2 | | of the payment of motor fuel taxes. $1 of the additional fees | 3 | | shall be deposited into the Secretary of State Special | 4 | | Services Fund and the remainder of the additional fees shall | 5 | | be deposited into the Road Fund. The Secretary, in the | 6 | | Secretary's discretion, may prescribe that electric vehicle
| 7 | | registration plates be issued for an indefinite term, such | 8 | | term to correspond
