5 ILCS 465/11 new

    Amends the Flag Display Act. Provides for the procedure and the occasions in which the United States national flag shall be flown at half-staff. Defines "half-staff".

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Flag Display Act is amended by adding
5Section 11 as follows:
 
6    (5 ILCS 465/11 new)
7    Sec. 11. Display of flag at half-staff. The United States
8national flag, when flown at half-staff, should be first
9hoisted to the peak for an instant and then lowered to the
10half-staff position. The flag should be again raised to the
11peak before it is lowered for the day. On Memorial Day, the
12flag should be displayed at half-staff until noon only, then
13raised to the top of the staff. By order of the Governor, the
14flag shall be flown at half-staff upon the death of a present
15or former official of the government, the death of a member of
16the Armed Forces who dies while serving on active duty, the
17death of a first responder who dies while serving in the line
18of duty, or any other death or occurrence that the Governor
19deems worthy of such a recognition. An order of the Governor to
20fly the flag at half-staff may be for any length of time up to
21the greatest length of time enumerated in Section 7 of the
22United States Flag Code. For the purposes of this Section,
23"half-staff" means the position of the flag when it is
