AMENDMENT TO HOUSE BILL 4201

2    AMENDMENT NO. ______. Amend House Bill 4201 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The University of Illinois Act is amended by
5adding Section 160 as follows:
 
6    (110 ILCS 305/160 new)
7    Sec. 160. Benefits navigator.
8    (a) In this Section:
9    "Benefits navigator" means an individual who is designated
10by the University for the purpose of helping students at the
11University determine eligibility for benefit programs and
12identify campuswide and community resource support.
13    "Benefit program" means any federal, State, or local
14program that provides assistance or benefits to individuals on
15the basis of need.
16    (b) The University shall:

1        (1) designate a benefits navigator who has a detailed
2    understanding of eligibility requirements for benefit
3    programs and campuswide and community resource support;
4        (2) provide training for the benefits navigator; and
5        (3) participate in a statewide consortium with other
6    public institutions of higher education, facilitated by
7    the Board of Higher Education, for the purpose of
8    facilitating communication between benefits navigators at
9    different institutions and developing best practices for
10    benefits navigators.
11    (c) The benefits navigator designated under this Section
12shall:
13        (1) assist students at the University in determining
14    eligibility for benefit programs and identifying
15    campuswide and community resource support;
16        (2) use the consortium under paragraph (3) of
17    subsection (b) of this Section to coordinate with benefits
18    navigators at other public institutions of higher
19    education for the purpose of collecting data and
20    developing best practices for helping students apply for
21    and receive assistance from benefit programs; and
22        (3) coordinate and provide culturally specific
23    resources, including resources for non-English speakers,
24    to support students at the University.
25    (d) The University, in consultation with the benefits
26navigator designated under this Section, shall develop an

1internal process to enable students at the University to
2provide feedback and recommendations on how the University can
3better assist students in determining eligibility for benefit
4programs and applying for assistance under benefit programs.
 
5    Section 10. The Southern Illinois University Management
6Act is amended by adding Section 135 as follows:
 
7    (110 ILCS 520/135 new)
8    Sec. 135. Benefits navigator.
9    (a) In this Section:
10    "Benefits navigator" means an individual who is designated
11by the University for the purpose of helping students at the
12University determine eligibility for benefit programs and
13identify campuswide and community resource support.
14    "Benefit program" means any federal, State, or local
15program that provides assistance or benefits to individuals on
16the basis of need.
17    (b) The University shall:
18        (1) designate a benefits navigator who has a detailed
19    understanding of eligibility requirements for benefit
20    programs and campuswide and community resource support;
21        (2) provide training for the benefits navigator; and

10    Section 25. The Governors State University Law is amended
11by adding Section 15-245 as follows:

13    Sec. 15-245. Benefits navigator.
14    (a) In this Section:
15    "Benefits navigator" means an individual who is designated
16by the University for the purpose of helping students at the
17University determine eligibility for benefit programs and
18identify campuswide and community resource support.
19    "Benefit program" means any federal, State, or local
20program that provides assistance or benefits to individuals on
21the basis of need.
22    (b) The University shall:
23        (1) designate a benefits navigator who has a detailed

8    "Benefits navigator" means an individual who is designated
9by the University for the purpose of helping students at the
10University determine eligibility for benefit programs and
11identify campuswide and community resource support.
12    "Benefit program" means any federal, State, or local
13program that provides assistance or benefits to individuals on
14the basis of need.
15    (b) The University shall:
16        (1) designate a benefits navigator who has a detailed
17    understanding of eligibility requirements for benefit
18    programs and campuswide and community resource support;
19        (2) provide training for the benefits navigator; and
20        (3) participate in a statewide consortium with other
21    public institutions of higher education, facilitated by
22    the Board of Higher Education, for the purpose of

8    Section 45. The Western Illinois University Law is amended
9by adding Section 35-250 as follows:

12    (a) In this Section:
13    "Benefits navigator" means an individual who is designated
14by the University for the purpose of helping students at the
15University determine eligibility for benefit programs and
16identify campuswide and community resource support.
17    "Benefit program" means any federal, State, or local
18program that provides assistance or benefits to individuals on
19the basis of need.
20    (b) The University shall:
21        (1) designate a benefits navigator who has a detailed
22    understanding of eligibility requirements for benefit
23    programs and campuswide and community resource support;

1    Section 50. The Public Community College Act is amended by
2adding Section 3-29.20 as follows:
 
3    (110 ILCS 805/3-29.20 new)
4    Sec. 3-29.20. Benefits navigator.
5    (a) In this Section:
6    "Benefits navigator" means an individual who is designated
7by a community college for the purpose of helping students at
8the community college determine eligibility for benefit
9programs and identify campuswide and community resource
10support.
11    "Benefit program" means any federal, State, or local
12program that provides assistance or benefits to individuals on
13the basis of need.
14    (b) A community college shall:
15        (1) designate a benefits navigator who has a detailed
16    understanding of eligibility requirements for benefit
17    programs and campuswide and community resource support;
18        (2) provide training for the benefits navigator; and
19        (3) participate in a statewide consortium with other
20    public institutions of higher education, facilitated by
21    the Board of Higher Education, for the purpose of
22    facilitating communication between benefits navigators at
23    different institutions and developing best practices for
24    benefits navigators.

1    (c) The benefits navigator designated under this Section
2shall:
3        (1) assist students at the community college in
4    determining eligibility for benefit programs and
5    identifying campuswide and community resource support;
6        (2) use the consortium under paragraph (3) of
7    subsection (b) of this Section to coordinate with benefits
8    navigators at other public institutions of higher
9    education for the purpose of collecting data and
10    developing best practices for helping students apply for
11    and receive assistance from benefit programs; and
12        (3) coordinate and provide culturally specific
13    resources, including resources for non-English speakers,
14    to support students at the community college.
15    (d) The community college, in consultation with the
16benefits navigator designated under this Section, shall
17develop an internal process to enable students at the
18community college to provide feedback and recommendations on
19how the community college can better assist students in
20determining eligibility for benefit programs and applying for
21assistance under benefit programs.
 
22    Section 99. Effective date. This Act takes effect January
231, 2023.".
