| 1 | | HOUSE RESOLUTION
| 2 | | WHEREAS, The COVID-19 pandemic has had a devastating | 3 | | impact on society, including shutting down in-person learning | 4 | | at schools across the State of Illinois; and
| 5 | | WHEREAS, On March 15, 2020, Governor Pritzker issued | 6 | | Executive Order 2020-05, which required all schools to close | 7 | | between March 17 and March 31; and
| 8 | | WHEREAS, On March 27, 2020, Executive Order 2020-15 was | 9 | | issued, which allowed for the establishment of remote learning | 10 | | days so that school districts could continue to educate | 11 | | students via remote means; and
| 12 | | WHEREAS, Executive Order 2020-33 was issued by Governor | 13 | | Pritzker on April 30, 2020, which suspended in-person | 14 | | instruction for the remainder of the 2019-2020 school year; | 15 | | and
| 16 | | WHEREAS, On June 4, 2020, Executive Order 2020-40 marked | 17 | | the first time that students could return to school with | 18 | | limited in-person instruction for summer school courses; and
| 19 | | WHEREAS, On July, 24, 2020, Executive Order 2020-47 was | 20 | | issued, which allowed all public and nonpublic schools in |

| 1 | | Illinois serving pre-kindergarten through 12th grade students | 2 | | to open for in-person educational purposes following the | 3 | | completion of the regular 2019-20 school term as long as they | 4 | | followed public health guidelines; and
| 5 | | WHEREAS, While this was a welcome change in educational | 6 | | guidelines during the COVID-19 pandemic, it has been nearly a | 7 | | year since students were learning in the classroom, and many | 8 | | school districts have continued to offer only remote learning; | 9 | | and
| 10 | | WHEREAS, Preliminary data has shown that remote learning | 11 | | does not offer the same educational outcomes that in-person | 12 | | learning does; and
| 13 | | WHEREAS, A report from McKinsey & Company suggested that, | 14 | | on average, students began the fall 2020 school year three | 15 | | months behind in mathematics and a month behind in reading; | 16 | | and
| 17 | | WHEREAS, It is extremely important that students return to | 18 | | the classroom so they do not fall further behind; therefore, | 19 | | be it
| 20 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 21 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |

| 1 | | we urge school districts to make a plan to open for in-person | 2 | | instruction immediately; and be it further
| 3 | | RESOLVED, That parents should have the ability to make the | 4 | | best decision for their family so it is essential that a | 5 | | school's reopening plan allow parents the opportunity to | 6 | | decide to send their children to in-person learning or | 7 | | continue with remote learning; and be it further
| 8 | | RESOLVED, That suitable copies of this resolution be | 9 | | delivered to Governor JB Pritzker, State Superintendent Carmen | 10 | | Ayala, Executive Director of the Illinois Association of | 11 | | School Boards Thomas Bertrand, and Executive Director of the | 12 | | Illinois Association of School Administrators Dr. Brent Clark.
