| 1 | | institutional plan for scaling evidence-based developmental | 2 | | education reforms to maximize the probability that a student | 3 | | will be placed in and successfully complete introductory | 4 | | college-level English language or mathematics coursework | 5 | | within 2 semesters at the institution. At a minimum, a plan | 6 | | submitted by an institution shall include all of the | 7 | | following: | 8 | | (1) A description of the current developmental | 9 | | education models offered by the institution. If the | 10 | | institution does not currently offer developmental | 11 | | education coursework, it must provide details regarding | 12 | | its decision not to offer developmental education | 13 | | coursework and the pathways that are available to students | 14 | | deemed to be insufficiently prepared for introductory | 15 | | college-level English language or mathematics coursework. | 16 | | (2) A description of the developmental education | 17 | | models that will be implemented and scaled and the basis | 18 | | of the evidence and associated data that the institution | 19 | | considered in making the decision to scale each model. | 20 | | (3) Baseline data and benchmarks for progress, | 21 | | including, but not limited to, (i) enrollment in | 22 | | credit-bearing English language or mathematics courses, | 23 | | (ii) rates of successful completion of introductory | 24 | | college-level English language or mathematics courses, and | 25 | | (iii) college-credit accumulation. | 26 | | (4) Detailed plans for scaling reforms and improving |

| 1 | | outcomes for all students placed in traditional | 2 | | developmental education models or models with comparable | 3 | | introductory college-level course completion rates. The | 4 | | plan shall provide details about the expected improvements | 5 | | in educational outcomes for Black students as result of | 6 | | the proposed reforms. | 7 | | (b) On or before February January 1, 2023 and every 2 years | 8 | | thereafter, the Board of Higher Education and Illinois | 9 | | Community College Board shall collect data and report to the | 10 | | General Assembly and the public the status of developmental | 11 | | education reforms at institutions. The report must include | 12 | | data on the progress of the developmental education reforms, | 13 | | including, but not limited to, (i) enrollment in | 14 | | credit-bearing English language or mathematics courses, (ii) | 15 | | rates of successful completion of introductory college-level | 16 | | English language or mathematics courses, and (iii) | 17 | | college-credit accumulation. The data should be disaggregated | 18 | | by gender, race and ethnicity, federal Pell Grant status, and | 19 | | other variables of interest to the Board of Higher Education | 20 | | and the Illinois Community College Board. | 21 | | (c) On or before January 1, 2024 and every 2 years | 22 | | thereafter, the Board of Higher Education and Illinois | 23 | | Community College Board, in consultation with institutions of | 24 | | higher education and other stakeholders, shall consider | 25 | | additional data reporting requirements to facilitate the | 26 | | rigorous and continuous evaluation of each institution's |

| 1 | | implementation plan and its impact on improving outcomes for | 2 | | students in developmental education, particularly for Black | 3 | | students.

The Board of Higher Education Act is amended by | 6 | | changing Section 9.40 as follows: | 7 | | (110 ILCS 205/9.40) | 8 | | Sec. 9.40. Review of university admission coursework. | 9 | | (a) On or before September May 1, 2021 and as needed | 10 | | thereafter, the Board of Higher Education shall compile a | 11 | | review that identifies, for each public university in this | 12 | | State, all courses the university will require or recommend a | 13 | | high school student take to be admitted to the university as an | 14 | | undergraduate student for the following school year. The | 15 | | review shall also include any required coursework or | 16 | | recommended coursework for a undergraduate admission into a | 17 | | specific academic major, college, or department of the | 18 | | university for the following school year. In order to allow | 19 | | public school districts sufficient time to fulfill their | 20 | | obligations under subsection (c) of Section 2-3.183 of the | 21 | | School Code, the review must also identify any new courses | 22 | | that each public university in this State will add to the | 23 | | review the following year. No new required or recommended | 24 | | coursework may be added to a review that has not been |

| 1 | | identified in the previous year's review. | 2 | | (b) The Board of Higher Education shall make the review | 3 | | compiled under subsection (a) available to the public on its | 4 | | Internet website. | 5 | | (c) The Board of Higher Education may adopt any rules | 6 | | necessary to implement this Section.
