AMENDMENT TO SENATE RESOLUTION 862

2    AMENDMENT NO. ___. Amend Senate Resolution 862, AS
3AMENDED, by deleting everything after the heading and
4replacing it with the following:
 
5    "WHEREAS, Unlike families with standard work schedules,
6those with nonstandard schedules often need care for their
7children outside of the hours when licensed child care
8programs typically operate; in addition, nonstandard work
9schedules may conflict with valuable aspects of family life,
10such as dining together, doing homework, reading, and
11completing bedtime routines; and
 
12    WHEREAS, In Illinois, there are child care centers and
13child care homes licensed and regulated by the Department of
14Children and Family Services as well as Family, Friend, and
15Neighbor home providers that are license-exempt, but limited
16to care for three children; and

1    WHEREAS, In Illinois, we utilize the Child Care Assistance
2Program at the Department of Human Services to assist parents
3with low incomes in paying for child care while they work or
4while they are in school or training; and
 
5    WHEREAS, Illinois has a vested interest in ensuring that
6our working parents, regardless of income status, can provide
7their children with appropriate child care when they are at
8work; therefore, be it
 
9    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
10ASSEMBLY OF THE STATE OF ILLINOIS, that the Child Care
11Advisory Council shall be charged with the task of producing
12recommendations on off-hour child care to build more capacity
13in Illinois and to better accommodate the needs of children
14when care is needed during nonstandard hours; in addition to
15the goals stated above, the Council shall consider at a
16minimum:
17        (1) Creating working definitions for nonstandard work
18    schedule and off-hour child care;
19        (2) Determining the availability of and need for
20    off-hour child care in Illinois, with a particular focus
21    on care available to infants and toddlers;
22        (3) Evaluating the different placement types of child
23    care with the intent to ensure that children are being

1    best cared for in the least restrictive manner and that
2    the parents are not being unduly burdened with accessing
3    this child care during nontraditional child care hours,
4    with attention paid to availability for children with
5    disabilities, English learners, and other relevant
6    priority populations;
7        (4) Evaluating the demand for off-hour child care and
8    evaluating the current CCAP enrolled families to determine
9    their work schedules and child care timing needs; and
10        (5) Making recommendations on:
11            (a) Better alignment of child care assistance
12        policies with the work schedules and employment
13        circumstances of families;
14            (b) Encouraging expanded hours and variable
15        scheduling options in all types of care;
16            (c) Enhancing child care quality for children
17        whose parents work nonstandard and unstable schedules;
18        and
19            (d) How to reduce the need for off-hour care; and
20        be it further
 
21    RESOLVED, That the Department of Human Services' Division
22of Early Childhood shall provide administrative support for
23the Council; and be it further
 
24    RESOLVED, That the Council shall submit its final report

1to the General Assembly no later than December 31, 2022; and be
2it further
 
3    RESOLVED, That if the Council is unable to conclude its
4work within the 102nd General Assembly, notice shall be
5provided to the General Assembly before any special sessions
6or veto session after the regular spring session that an
7extension is needed to ensure that all the necessary research
8and evaluation has been completed satisfactorily; and be it
9further
 
10    RESOLVED, That a suitable copy of this resolution be
11delivered to the Child Care Advisory Council.".
