AMENDMENT TO HOUSE BILL 474

AMENDMENT NO. ______. Amend House Bill 474 by replacing everything after the enacting clause with the following:

"Section 5. The Illinois Municipal Code is amended by adding Section 11-42-10.3 as follows:

(65 ILCS 5/11-42-10.3 new)

Sec. 11-42-10.3. Mason or masonry licenses.

(a) In counties with a population greater than 3,000,000, a municipality that issues a license for a mason or masonry or a license that is required of a contractor or individual to perform work in stone, concrete, brick, terracotta, terrazzo, or similar materials used in above-ground and below-ground portions of buildings and structures within the licensing municipality shall require a license holder to provide proof of having completed an apprenticeship program recognized by the United States Department of Labor.

(b) A home rule municipality may not regulate licenses in a manner inconsistent with this Section. This Section is a limitation under subsection (i) of Section 6 of Article VII of the Illinois Constitution on the concurrent exercise by home rule units of powers and functions exercised by the State.

Section 99. Effective date. This Act takes effect upon becoming law.".
