| 2 | | WHEREAS, In accordance with subsection (b) of Section 2 of
| 3 | | Article VIII of the Illinois Constitution, the General Assembly | 4 | | has adopted House Joint Resolution 68 setting forth the | 5 | | estimates of general funds the General Assembly expects to be | 6 | | available during State fiscal year 2013; and | 7 | | WHEREAS, The General Assembly has found that | 8 | | $33,719,000,000 is available in general funds for spending and | 9 | | for the payment of unpaid State obligations; and | 10 | | WHEREAS, Before the General Assembly makes allocations to | 11 | | the appropriation committees there are non-discretionary | 12 | | general funds spending items that should first be deducted; | 13 | | therefore be it
| 14 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
| 15 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | 16 | | SENATE CONCURRING HEREIN, that the non-discretionary items | 17 | | shall be:

| 19 | | Group Insurance - $1,171,185,400
| 20 | | Debt Service - $2,218,000,000 | 21 | | Statutory Transfers Out - $2,142,000,000

| 2 | | For the backlog of unpaid State obligations from the | 3 | | Medicaid program, with 50% of this amount being provided from | 4 | | Federal reimbursements - $1,000,000,000 | 5 | | For the backlog of unpaid State obligations not related to | 6 | | the Medicaid program - $300,000,000; and be it further | 7 | | RESOLVED, That after spending for these non-discretionary | 8 | | items, of the general funds revenues that are estimated by the | 9 | | General Assembly, by joint resolution, to be available during | 10 | | State fiscal year 2013 and that are allocated to the | 11 | | appropriation committees for appropriation, the amount and | 12 | | percentage available to each House appropriation committee, | 13 | | assuming the allowance of an overall appropriation lapse of | 14 | | $650,000,000, are as follows:

| 1 | | RESOLVED, That the aforementioned amounts available to | 2 | | each appropriation committee are contingent upon actions being | 3 | | taken to reduce the accrual of Medicaid obligations incurred | 4 | | during State fiscal year 2013 in the amount of $2,700,000,000, | 5 | | and if this reduction is not achieved in full, then the amount | 6 | | deducted for the Medicaid program must be increased | 7 | | accordingly, and the amounts available to each appropriation | 8 | | committee must be reduced accordingly; and be it further | 9 | | RESOLVED, That if the actual amount of general funds that | 10 | | become available during State fiscal year 2013 exceeds the | 11 | | General Assembly's estimates set forth in House Joint | 12 | | Resolution 68, then that excess shall first be used to reduce | 13 | | the backlog of unpaid State obligations to the extent | 14 | | authorized by law, with the Comptroller prioritizing voucher | 15 | | payments for Medicaid obligations and any other obligations for | 16 | | which the State receives federal reimbursement.
