| 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of Robert A. "Bob" Shay of Rochester, | 4 | | formerly of Jacksonville, who passed away on January 4, 2022; | 5 | | and
| 6 | | WHEREAS, Bob Shay was born in Jacksonville to Leo Harvey | 7 | | and Doris Rolf Shay on October 28, 1949; he graduated from | 8 | | Jacksonville High School in 1967 and received a Bachelor of | 9 | | Arts from Illinois College in 1972 and a Master of Science from | 10 | | the University of Illinois Springfield in 1975; he married | 11 | | Pamela Elaine Selway in Jacksonville on May 21, 1972; and
| 12 | | WHEREAS, Bob Shay began a distinguished career in law | 13 | | enforcement with the City of Jacksonville Police Department | 14 | | and later joined the Crime Prevention Commission; he then | 15 | | served as the administrative assistant to the Springfield | 16 | | Chief of Police prior to joining the Federal Bureau of | 17 | | Investigation (FBI) in 1983; he served the FBI in various | 18 | | roles in numerous field offices, including Wilmington, North | 19 | | Carolina, Youngstown, Ohio, and Effingham and Champaign; he | 20 | | served several communities across Illinois, including as | 21 | | Supervisory Special Agent (SSA) with the Champaign Resident | 22 | | Agency focusing on Foreign Counter-Intelligence and | 23 | | International and Domestic Terrorism; in 2003, he was named |

| 1 | | the SSA of the newly created Joint Terrorism Task Force based | 2 | | in Springfield and later added collateral duty as a hostage | 3 | | negotiator; following his retirement from the FBI in 2006, he | 4 | | was named Marshal of the Illinois Supreme Court until his | 5 | | retirement in 2015; and
| 6 | | WHEREAS, Bob Shay was a dedicated member of St. John's | 7 | | Lutheran Church in Chatham, where he served in the past as | 8 | | Security Committee Chairman and as an Elder; he was the | 9 | | current Congregational President; in past years, he coached | 10 | | tee-ball, baseball, and soccer; he was an active member and a | 11 | | past president of the Jacksonville Jaycees; he enjoyed fishing | 12 | | and working on carpentry projects; he was a devoted husband, | 13 | | father, and father-in-law who was dedicated to his faith, his | 14 | | family, and his country; and
| 15 | | WHEREAS, Bob Shay was preceded in death by his parents; | 16 | | and
| 17 | | WHEREAS, Bob Shay is survived by his wife, Pamela; his | 18 | | children, Erik Robert (Emily) Shay and Sara Elizabeth | 19 | | (Giovanni) Randazzo; his grandchildren, Ethan and Eli Shay and | 20 | | Joseph and Michael Randazzo; his sister, Marian (Donald) | 21 | | Seymour; and several nieces and nephews; therefore, be it
