| 1 | | SENATE RESOLUTION | 2 | | WHEREAS, The members of the Illinois Senate wish to | 3 | | congratulate the Immigrant Family Resource Program (IFRP) for | 4 | | its 25 years of service to our State's immigrant and refugee | 5 | | families; and | 6 | | WHEREAS, IFRP is comprised of a partnership consisting of | 7 | | the Illinois Department of Human Services, the Illinois | 8 | | Coalition for Immigrant and Refugee Rights, and 65 partnering | 9 | | community organizations throughout our State; and | 10 | | WHEREAS, IFRP connects immigrant and refugee families to | 11 | | valuable services as they move toward economic | 12 | | self-sufficiency, including case management, public benefits, | 13 | | translation, interpretation, and financial assistance; and | 14 | | WHEREAS, IFRP serves the full diversity of our State's | 15 | | immigrant and refugee population, providing assistance in 59 | 16 | | languages, including Spanish, Polish, Arabic, Hindi, Urdu, | 17 | | Chinese, Korean, Vietnamese, Pashto, Ukrainian, Burmese, and | 18 | | French; and | 19 | | WHEREAS, IFRP assists over 20,000 immigrants and refugees | 20 | | each year; and |

| 1 | | WHEREAS, IFRP began in 1999 as a State initiative | 2 | | responding to confusion and a lack of information in the midst | 3 | | of federal cuts to public benefit eligibility for thousands of | 4 | | immigrants lawfully present in the United States who had not | 5 | | yet become U.S. citizens; and | 6 | | WHEREAS, IFRP has provided crucial outreach, education, | 7 | | and application assistance for immigrants and refugees amid | 8 | | changing and often confusing policy changes regarding health | 9 | | care access, nutritional assistance, income support, and other | 10 | | needs; and | 11 | | WHEREAS, IFRP has used a successful model of working with | 12 | | trusted community-based partners that immigrant and refugee | 13 | | families often otherwise rely upon and trust for information, | 14 | | education, and support services; and | 15 | | WHEREAS, IFRP's network has proven nimble and resilient in | 16 | | responding to emerging needs, such as the need for culturally | 17 | | and linguistically accessible programming during the COVID-19 | 18 | | pandemic and the arrival of Syrian refugees in the 2010s, | 19 | | Afghan and Ukrainian refugees in the 2020s, and, most | 20 | | recently, asylum seekers transported from the southern border | 21 | | since August 2022; therefore, be it | 22 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL |
