 3                          ON HOUSE BILL 229

 6        To the President of the Senate and  the  Speaker  of  the
 7    House of Representatives:
 8        We,  the  conference  committee appointed to consider the
 9    differences  between  the  houses  in  relation   to   Senate
10    Amendment No. 1 to House Bill 229, recommend the following:
11        (1)  that  the Senate recede from Senate Amendment No. 1;
12    and
13        (2)  that House  Bill  229  be  amended  on  page  1,  by
14    replacing line 1 with the following:
15        "AN ACT concerning the General Assembly."; and
16    on  page  2,  line  22,  by replacing "$47,000" with "$57,000
17    $47,000"; and
18    on page 2, line 24,  by  replacing  "$57,000"  with  "$67,000
19    $57,000"; and
20    on page 5, below line 16, by inserting the following:
21        "Section  15.   The State Paper Purchasing Act is amended
22    by changing Sections 1 and 11 as follows:
23        (30 ILCS 510/1) (from Ch. 127, par. 132.101)
24        Sec.  1.   As  used  in  this  Act,  unless  the  context
25    otherwise requires:  "Department"  means  the  Department  of
26    Central Management Services.
27        "Envelopes"   means   covers   which  are  fabricated  or
28    manufactured from paper and are suitable for, or  similar  in
29    form  to  items  suitable  for, use in transmitting materials
30    through the mails. It does not include paper boxes.

 1        "Printing paper" and "letter paper" means paper  that  is
 2    normally  used  in mechanical or manual printing, duplicating
 3    or writing, where the principal function or  purpose  of  the
 4    resulting  product  is  primarily dependent on the printed or
 5    written content.
 6        "State agency" means  and  includes  any  State  officer,
 7    department,   institution,   hospital,  penitentiary,  board,
 8    bureau, commission or other administrative unit of the  State
 9    government,  but does not include the General Assembly or any
10    of the legislative support services  agencies,  the  Illinois
11    Mathematics  and Science Academy, the University of Illinois,
12    Southern  Illinois  University,  Chicago  State   University,
13    Eastern  Illinois  University,  Governors  State  University,
14    Illinois  State University, Northeastern Illinois University,
15    Northern Illinois University, or Western Illinois University.
16        This amendatory Act of 1997 is  declarative  of  existing
17    law and restates the intent of Public Acts 83-1257 and 88-535
18    that the General Assembly controls all aspects of legislative
19    printing operations and the acquisition of related supplies.
20        "Stationery" means letter paper.

23        Sec.  11. No State agency may purchase an item covered by
24    this Act without the prior written approval of the Department
25    stating that the terms of the purchase  are  consistent  with
26    this Act.
27        The General Assembly and the legislative support services
28    agencies may, but are not required to, purchase items covered
29    by this Act in accordance with its provisions.
