 1                     AMENDMENT TO HOUSE BILL 680
 2        AMENDMENT NO.     .  Amend House Bill 680 on page  1,  by
 3    replacing lines 1 and 2 with the following:
 4        "AN  ACT  relating  to  higher  education, amending named
 5    Acts."; and
 6    on page 1, by inserting below line 4 the following:
 7        "Section 2. The Board of Higher Education Act is  amended
 8    by changing Section 4 as follows:
 9        (110 ILCS 205/4) (from Ch. 144, par. 184)
10        Sec.  4.  The  Board shall hold regular meetings at times
11    specified in its rules.  Special or additional  meetings  may
12    be  held on call of the Chairman, or upon a call signed by at
13    least 6 members, or upon call of the Governor. A majority  of
14    the members of the Board shall constitute a quorum at all its
15    meetings,  but  the  approval  of  a new unit of instruction,
16    research, or public  service  for  a  public  institution  of
17    higher  education, as provided in Section 7 shall require the
18    concurrence of a majority of all the members of the Board.
19        The Chairmen of the Illinois Community College Board  and
20    the Illinois Student Assistance Commission holding membership
21    on  the  Board  each may designate an alternate to attend any

 1    meeting of the Board, and an alternate  so  designated  shall
 2    have  all  rights  and privileges of regular membership while
 3    acting for the Chairman who has so designated him or her.
 4        The  Board  may  employ  and  fix  the  compensation   of
 5    professional   and   clerical  staff  and  other  assistants,
 6    including  specialists  and  consultants,  as  it  may   deem
 7    necessary, on a full or part time basis.
