1 AN ACT to amend the Critical Health Problems and
2 Comprehensive Health Education Act by changing Section 3.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Critical Health Problems and Comprehensive
6 Health Education Act is amended by changing Section 3 as
7 follows:

9 Sec. 3. Comprehensive Health Education Program. The
10 program established under this Act shall include, but not be
11 limited to, the following major educational areas as a basis
12 for curricula in all elementary and secondary schools in this
13 State: human ecology and health, human growth and
14 development, the emotional, psychological, physiological,
15 hygienic and social responsibilities of family life,
16 including sexual abstinence until marriage, prevention and
17 control of disease, including instruction in grades 6 through
18 12 on the prevention, transmission and spread of AIDS, public
19 and environmental health, consumer health, safety education
20 and disaster survival, mental health and illness, personal
21 health habits, alcohol, drug use, and abuse including the
22 medical and legal ramifications of alcohol, drug, and tobacco
23 use, abuse during pregnancy, sexual abstinence until
24 marriage, tobacco, nutrition, and dental health.
25 Curricula developed under programs established in
26 accordance with this Act in the major educational area of
27 safety education and disaster survival shall include
28 instruction and applied training in grades kindergarten
29 through 8 in basic first aid and cardiopulmonary
30 resuscitation. The State Board of Education shall develop and
31 make available to all elementary schools in this State

1 instructional materials and guidelines that will assist those
2 schools in incorporating the required instruction and
3 training into their existing curricula. In addition, schools
4 may arrange for the applied training in basic first aid and
5 cardiopulmonary resuscitation to be provided on a volunteer
6 basis by local police and firefighter departments, emergency
7 medical services agencies, and related service organizations
8 such as the American Red Cross and Save-a-Life Foundation.
9 First aid (including but not limited to cardiopulmonary
10 resuscitation and the Heimlich maneuver) may also be included
11 as a basis for curricula in all secondary schools in this
12 State.
13 Notwithstanding the above educational areas, the
14 following areas may also be included as a basis for curricula
15 in all elementary and secondary schools in this State: basic
16 first aid (including, but not limited to, cardiopulmonary
17 resuscitation and the Heimlich maneuver), early prevention
18 and detection of cancer, heart disease, diabetes, stroke, and
19 the prevention of child abuse, neglect, and suicide.
20 However, no pupil shall be required to take or
21 participate in any class or course on AIDS or family life
22 instruction if his parent or guardian submits written
23 objection thereto, and refusal to take or participate in the
24 course or program shall not be reason for suspension or
25 expulsion of the pupil.
26 Curricula developed under programs established in
27 accordance with this Act in the major educational area of
28 alcohol and drug use and abuse shall include classroom
29 instruction in grades 5 through 12. The instruction, which
30 shall include matters relating to both the physical and legal
31 effects and ramifications of drug and substance abuse, shall
32 be integrated into existing curricula; and the State Board of
33 Education shall develop and make available to all elementary
34 and secondary schools in this State instructional materials

1 and guidelines which will assist the schools in incorporating
2 the instruction into their existing curricula. In addition,
3 school districts may offer, as part of existing curricula
4 during the school day or as part of an after school program,
5 support services and instruction for pupils or pupils whose
6 parent, parents, or guardians are chemically dependent.

8 Section 99. Effective date. This Act takes effect upon
9 becoming law.
