 1                    AMENDMENT TO HOUSE BILL 1147
 2        AMENDMENT NO.     .  Amend House Bill 1147  by  replacing
 3    the title with the following:
 4        "AN ACT relating to competition in the telecommunications
 5    industry."; and
 6    by  replacing  everything  after the enacting clause with the
 7    following:
 8        "Section 5.  The  Public  Utilities  Act  is  amended  by
 9    changing Section 13-102 as follows:
10        (220 ILCS 5/13-102) (from Ch. 111 2/3, par. 13-102)
11        (This Section is scheduled to be repealed July 1, 1999.)
12        Sec.     13-102.      Findings.     With    respect    to
13    telecommunications services, as herein defined,  the  General
14    Assembly finds that:
15        (a)  universally    available   and   widely   affordable
16    telecommunications services  are  essential  to  the  health,
17    welfare and prosperity of all Illinois citizens;
18        (b)  recent  federal regulatory and judicial rulings have
19    caused a restructuring of the telecommunications industry and
20    have opened some  aspects  of  the  industry  to  competitive
21    entry,    thereby    necessitating    revision    of    State

 1    telecommunications regulatory policies and practices;
 2        (c)  the   competitive   offering  of  telecommunications
 3    services may create the potential  for  increased  innovation
 4    and   efficiency   in  the  provision  of  telecommunications
 5    services and reduced prices for consumers; and
 6        (d)  protection of the public interest requires continued
 7    regulation of telecommunications carriers  and  services  for
 8    the foreseeable future.
