Amend House Bill 1327 by replacing 3 the title with the following: 4 "AN ACT to amend the School Code by changing Section 5 10-22.40."; and 6 by replacing everything after the enacting clause with the 7 following: 8 "Section 5. The School Code is amended by changing 9 Section 10-22.40 as follows: 10 (105 ILCS 5/10-22.40) (from Ch. 122, par. 10-22.40) 11 Sec. 10-22.40. Membership dues. To pay State and 12 national association membership dues to school associations 13 which benefit students by participation or accreditation. 14 Any association subject to Article 23 of this Act must be in 15 current compliance with the reporting requirements of Section 16 23-6 in order to qualify as a recipient of membership dues 17 under this Section. No dues may be paid to any association 18 which has as one of its purposes providing for athletic and 19 other competition among schools and students unless that 20 association: 21 A. permits a post audit by the Auditor General under the -2- LRB9004678THpkam01 1 Illinois State Auditing Act; 2 B. submits an annual report to the State Board of 3 Education dealing with trends in female participation in 4 athletic competition, including the numbers of female and 5 male participants from each member school and details on 6 programs by the association to increase female participation; 7and8 C. is either subject to, or voluntarily complies with, 9 the public access provisions set forth for State agencies in 10 Sections 3 and 4 of The State Records Act; and.11 D. adopts, implements, and enforces, beginning on July 12 1, 1998 and thereafter, statewide minimum academic standards 13 that must be met by a student enrolled in any of grades 9 14 through 12 as a condition of that student's eligibility to 15 participate in any interscholastic athletic competition or 16 other extracurricular activity that is sponsored by or 17 conducted under the auspices of that association. Those 18 minimum academic standards shall provide: 19 (1) that in order to participate in any such 20 interscholastic athletic competition or extracurricular 21 activity, a student must be earning a passing score that 22 is at least equal to the minimum passing score 23 established by the association in at least 20 credit 24 hours of high school work per week; 25 (2) that a student who has completed a semester of 26 enrollment in a high school located in this State must, 27 in order to participate in any such interscholastic 28 athletic competition or extracurricular activity in any 29 succeeding semester, have earned a passing score that is 30 at least equal to the minimum passing score established 31 by the association in at least 20 credit hours of high 32 school work for the semester immediately preceding the 33 semester during which the student wishes to participate 34 in the interscholastic athletic competition or -3- LRB9004678THpkam01 1 extracurricular activity; and 2 (3) that a student who has completed the first 3 grading period of his or her initial year of enrollment 4 in a high school located in this State must, in order to 5 participate in any such interscholastic athletic 6 competition or extracurricular activity in any succeeding 7 grading period, have a minimum cumulative grade point 8 average that is at least equal to the minimum grade point 9 average established by the association. 10 The provisions of this amendatory Act of 1997 that 11 prohibit a school district from paying dues to an association 12 that has as one of its purposes providing for athletic or 13 other competition among schools and students unless that 14 association adopts, implements, and enforces statewide 15 minimum academic standards as required by paragraph D of this 16 Section apply to the school board, board of education, or 17 other governing board of all school districts, including 18 special charter districts and school districts organized 19 under Article 34. 20 (Source: P.A. 84-1308.)".
