      New Act
          Creates the Physician  Nondiscrimination  Act.   Provides
      that  all  physicians  shall  be  accorded equal professional
      status and that the laws of Illinois shall not  be  construed
      or  administered  in  a manner that discriminates against any
      category  of   physician   or   medical,   chiropractic,   or
      osteopathic   college.    Provides  that  violations  may  be
      enjoined. Effective immediately.

 1        AN ACT concerning physicians.
 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:
 4        Section  1.  Short  title.   This Act may be cited as the
 5    Physician Nondiscrimination Act.
 6        Section 5.  Discrimination prohibited.
 7        (a)  It is the policy  of  this  State  that  beyond  the
 8    scopes  of practice designated in the Medical Practice Act of
 9    1987, equal professional status and rights be accorded to all
10    physicians licensed under that Act.
11        (b)  It is further the policy  of  this  State  that  any
12    physician  may  choose to practice within the entire scope of
13    practice designated under the Medical Practice  Act  of  1987
14    for his or her category of licensure or may limit practice to
15    specialty areas within that scope of practice.
16        (c)  The  laws  of  the  State  of  Illinois shall not be
17    construed nor administered in  a  manner  that  discriminates
18    against  any  type  or  category  of physician or against any
19    medical, osteopathic, or chiropractic college.
20        Section 10.  Violation; remedy.  A violation of this  Act
21    may  be  enjoined  in  an  action  brought in the name of the
22    People of the State of Illinois in the county  in  which  the
23    violation   occurs  by  the  Attorney  General,  the  State's
24    Attorney,  or   any   resident   citizen.    The   injunction
25    proceedings are in addition to, and not in lieu of, any other
26    penalties and civil remedies.
27        Section  99.  Effective date.  This Act takes effect upon
28    becoming law.
