Amend House Bill 2342 by replacing 3 the title with the following: 4 "AN ACT to amend the Election Code by adding Sections 5 9-2.5 and 9-8.5."; and 6 by replacing everything after the enacting clause with the 7 following: 8 "Section 5. The Election Code is amended by adding 9 Sections 9-2.5 and 9-8.5 as follows: 10 (10 ILCS 5/9-2.5 new) 11 Sec. 9-2.5. Single political committee. 12 (a) No public official or candidate for public office 13 may establish more than one political committee for each 14 office that public official or candidate is seeking. 15 (b) The public officials elected President of the 16 Senate, Minority Leader of the Senate, Speaker of the House, 17 and Minority Leader of the House may each establish and 18 operate one additional political committee for the purpose of 19 supporting the election of candidates to the General 20 Assembly. The committees provided for in this subsection (b) 21 shall be considered established by the President of the -2- LRB9007272JMdvam01 1 Senate, Minority Leader of the Senate, Speaker of the House, 2 and Minority Leader of the House for purposes of Section 3 9-8.5. 4 (c) No corporation, labor union, or association of 5 individuals, however described or organized, may establish, 6 singly or with others, more than one political committee. 7 (10 ILCS 5/9-8.5 new) 8 Sec. 9-8.5. Contribution and transfer limits. 9 (a) No individual may make contributions to the 10 political committees established by a candidate for public 11 office or public official of more than $1,500 during a 12 primary election period or of more than $1,500 during a 13 general election period. 14 (b) No corporation, labor union, or association of 15 individuals, however described or organized, that has not 16 established a political committee may make contributions to 17 the political committees established by a candidate for 18 public office or public official of more than $3,000 during a 19 primary election period or of more than $3,000 during a 20 general election period. 21 (c) No political committee established by a corporation, 22 labor union, or association of individuals, however described 23 or organized, may make contributions to the political 24 committees established by a candidate for public office or 25 public official of more than $5,000 during a primary election 26 period or of more than $5,000 during a general election 27 period. Nothing in this subsection (c) shall prohibit or 28 limit the amount of transfers by a political committee 29 established by a candidate for public office or public 30 official. 31 (d) For purposes of this Section, a primary election 32 period begins July 1 of an odd-numbered year and ends the day 33 of the next primary election. A general election period -3- LRB9007272JMdvam01 1 begins the day after a primary election and ends June 30 of 2 the next odd-numbered year. 3 (e) The limitations established in this Section apply in 4 the aggregate to all political committees established by a 5 candidate for public office or public official. 6 Section 99. Effective date. This Act takes effect on 7 January 1, 1998.".
