Authorizes special license plates designated as Shriners
Hospital plates. Provides for increased fees for these
plates to be paid to Shriners Hospital for the purpose of the
care of disabled children, subject to appropriation by the
General Assembly and approval by the Secretary of State.

1 AN ACT concerning vehicle registration plates, amending
2 named Acts.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The State Finance Act is amended by adding
6 Section 5.480 as follows:
7 (30 ILCS 5/5.480 new)
8 Sec. 5.480. The Shriners Hospital Fund.
9 Section 10. The Illinois Vehicle Code is amended by
10 adding Section 3-643 as follows:

12 Sec. 3-643. Shriners Hospital plates.
13 (a) The Secretary, upon receipt of all applicable fees
14 and applications made in the form prescribed by the
15 Secretary, may issue special registration plates designated
16 as Shriners Hospital license plates.
17 The special plates issued under this Section shall be
18 affixed only to passenger vehicles of the first division or
19 motor vehicles of the second division weighing not more than
20 8,000 pounds.
21 Plates issued under this Section shall expire according
22 to the multi-year procedure established by Section 3-414.1 of
23 this Code.
24 (b) The design and color of the special plates shall be
25 wholly within the discretion of the Secretary.
26 (c) An applicant for the special plate shall be charged
27 a $25 fee for original issuance in addition to the
28 appropriate registration fee. Of this fee, $10 shall be
29 deposited into the Shriners Hospital Fund and $15 shall be

1 deposited into the Secretary of State Special License Plate
2 Fund, to be used by the Secretary to help defray the
3 administrative processing costs.
4 For each registration renewal period, a $25 fee, in
5 addition to the appropriate registration fee, shall be
6 charged. Of this fee, $23 shall be deposited into the
7 Shriners Hospital Fund and $2 shall be deposited into the
8 Secretary of State Special License Plate Fund.
9 (d) The Shriners Hospital Fund is created as a special
10 fund in the State treasury. All money in the Shriners
11 Hospital Fund shall be paid, subject to appropriation by the
12 General Assembly and approval by the Secretary, as grants to
13 Shriners Hospital for the purpose of the care of disabled
14 children.
