          Amends the Illinois Clinical Laboratory  and  Blood  Bank
      Act   to  provide  that  clinical  laboratories  may  examine
      specimens at the request of a therapeutic optometrist.

 1        AN ACT to amend  the  Illinois  Clinical  Laboratory  and
 2    Blood  Bank  Act  by  changing  Sections  7-101 and 7-102 and
 3    adding Section 2-127.5.
 4        Be it enacted by the People of  the  State  of  Illinois,
 5    represented in the General Assembly:
 6        Section   5.   The Illinois Clinical Laboratory and Blood
 7    Bank Act is amended by changing Sections 7-101 and 7-102  and
 8    adding Section 2-127.5 as follows:
 9        (210 ILCS 25/2-127.5 new)
10        Sec.   2-127.5.  Therapeutic  optometrist.   "Therapeutic
11    optometrist" means a person who is licensed  in  Illinois  to
12    practice optometry and who is therapeutically certified.

14        Sec.   7-101.   Examination   of  specimens.  A  clinical
15    laboratory shall examine specimens only at the request  of  a
16    licensed  physician,  licensed  dentist, licensed podiatrist,
17    therapeutic  optometrist  for   diagnostic   or   therapeutic
18    purposes   related  to  the  use  of  diagnostic  topical  or
19    therapeutic  ocular  pharmaceutical  agents,  as  defined  in
20    subsections (c) and (d)  of  Section  15.1  of  the  Illinois
21    Optometric  Practice  Act of 1987, authorized law enforcement
22    agency, or in the case of blood alcohol, at  the  request  of
23    the  individual  for  whom  the  test  is  to be performed in
24    compliance with Sections 11-501 and 11-501.1 of the  Illinois
25    Vehicle  Code.    If the request to a laboratory is oral, the
26    physician or other authorized person shall submit  a  written
27    request to the laboratory within 48 hours.  If the laboratory
28    does  not  receive the written request within that period, it
29    shall note that fact in its records.

 2        Sec. 7-102.  Reports of test results.  The  result  of  a
 3    test  shall be reported directly to the licensed physician or
 4    other authorized person who requested it. No  interpretation,
 5    diagnosis or prognosis or suggested treatment shall appear on
 6    the  laboratory  report  form  except that a report made by a
 7    physician licensed to practice medicine  in  Illinois,  or  a
 8    dentist  licensed  in  Illinois, or a therapeutic optometrist
 9    may include such information.
