          Amends the Governor's Council  on  Physical  Fitness  and
      Sports  Act.   Provides  that the Governor's Physical Fitness
      and Sports Council shall establish minimum standards for  the
      accreditation  of  Coaches'  Safety  Orientation and Training
      Skills Programs.  Amends the Sports Volunteer  Immunity  Act.
      Provides  that coaches, instructors, assistants, umpires, and
      referees who have completed the Coaches'  Safety  Orientation
      and  Training  Skills Program are immune from civil liability
      relating to their volunteer service for sports programs of  a
      nonprofit association.

 1        AN  ACT  to  amend  the  Governor's  Council  on Physical
 2    Fitness and Sports Act by changing the title and  Sections  1
 3    and 2 and by adding Section 8.
 4        Be  it  enacted  by  the People of the State of Illinois,
 5    represented in the General Assembly:
 6        Section 5.  The Governor's Council  on  Physical  Fitness
 7    and  Sports Act is amended by changing the title and Sections
 8    1 and 2 and by adding Section 8 as follows:

10        An Act to create the Governor's  Council  on  Health  and
11    Physical Fitness and Sports.

13        Sec.  1.  This Act may be cited as the Governor's Council
14    on Health and Physical Fitness and Sports Act.

17        Sec. 2.  There  is  created  the  Governor's  Council  on
18    Health  and  Physical  Fitness  and Sports Council, hereafter
19    referred to as the Council.  The Council shall consist of  no
20    more  than  50  residents  of Illinois who have distinguished
21    themselves in sports or who maintain an  active  concern  for
22    the  health  and  physical  well  being  of  the  citizens of
23    Illinois.  All the members of the Council shall be  appointed
24    by  the  Governor and shall serve terms on the Council at his
25    pleasure without compensation.  On the effective date of this
26    amendatory Act of 1997,  no  more  than  25  members  of  the
27    Council shall be appointed to 2-year terms which shall expire
28    on  December  31,  1999  and no more than 25 members shall be
29    appointed to 4-year terms which shall expire on December  31,

 1    2001.    On   or   after  January  1,  2000,  all  successive
 2    appointments to the Council shall be for 4-year terms.
 3        The Illinois Department of Public  Health  shall  provide
 4    the  Council with such administrative, technical and clerical
 5    support services as it may need  to  carry  out  its  duties,
 6    including  all filings necessary to transfer ownership of any
 7    copyright interests from the Illinois Governor's  Health  and
 8    Physical  Fitness  Council to the Governor's Physical Fitness
 9    and Sports Council.
10        The changes to this Act made by this  amendatory  Act  of
11    1992  shall  not affect (1) any proceeding commenced prior to
12    the effective date  of  this  amendatory  Act  to  which  the
13    Council  is  a  party;  (2)  the  validity  of any procedure,
14    policy, or action of the Council that was  adopted  or  taken
15    prior  to  the effective date of this amendatory Act; nor (3)
16    the term of service of any member of the Council.  Any  rules
17    adopted under Section 7 of this Act are hereby repealed.

20        Sec.  8.  Standards  of  accreditation.    The Governor's
21    Council on Health and Physical Fitness  shall  establish,  by
22    rule,  minimum  standards  for  the accreditation of Coaches'
23    Safety  Orientation  and   Training   Skills   Programs   and
24    Officials'  Safety  Orientation and Training Skills Programs.
25    The coaches' programs, at minimum, shall cover  the  medical,
26    legal,  and  first  aid  aspects  of  coaching;  training and
27    conditioning of athletes; psychological aspects of  coaching;
28    and general coaching concepts.  The officials' programs, at a
29    minimum, shall cover the legal aspects of officiating; safety
30    issues  under  the  control of the official; and the rules of
31    the game. Programs accredited by the  Governor's  Council  on
32    Health and Physical Fitness may be recognized by youth sports
33    programs  and  organizations, municipalities, park districts,

 1    insurance carriers, and  other  organizations  as  acceptable
 2    standards for volunteer coaches and officials.
