Requires telecommunications carriers primarily engaged in the provision of local exchange telecommunications services to disclose financing related to competitive services. Requires the Commission to study the effects of the entry of local telecommunications services providers into competitive services market. Provides that the information and results of the study shall be included in the Commission's annual report. Changes the due date of the report to September 1 rather than January 31. LRB9003442JSgc SB930 Enrolled LRB9003442JSgc 1 AN ACT concerning enhanced 9-1-1 service. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Emergency Telephone System Act is amended 5 by changing Section 15.6 as follows: 6 (50 ILCS 750/15.6) 7 Sec. 15.6. Private business switch service 9-1-1 8 service. 9 (a) After June 30, 1996, an entity that installs or 10 operates a new private business switch service or replaces an 11 existing private business switch service and provides 12 telecommunications facilities or services to businesses shall 13 provide to those business end users the same level of 9-1-1 14 service as the public agency and the telecommunications 15 carrier are providing to other business end users of the 16 local 9-1-1 system. This service shall include, but not be 17 limited to, the capability to identify the telephone number, 18 extension number, and the physical location that is the 19 source of the call to the number designated as the emergency 20 telephone number. After June 30, 20001999, all entities 21 providing or operating a private business switch service 22 shall be in compliance with this Section. 23 (b) The private business switch operator is responsible 24 for forwarding end user automatic location identification 25 record information to the 9-1-1 system provider according to 26 the format, frequency, and procedures established by that 27 system provider. 28 (c) This Act does not apply to any PBX telephone 29 extension that uses radio transmissions to convey electrical 30 signals directly between the telephone extension and the 31 serving PBX. SB930 Enrolled -2- LRB9003442JSgc 1 (d) An entity that violates this Section is guilty of a 2 business offense and shall be fined not less than $1,000 and 3 not more than $5,000. 4 (e) Nothing in this Section shall be construed to 5 preclude the Attorney General on behalf of the Commission or 6 on his or her own initiative, or any other interested person, 7 from seeking judicial relief, by mandamus, injunction, or 8 otherwise, to compel compliance with this Section. 9 (Source: P.A. 88-604, eff. 9-1-94; 89-222, eff. 1-1-96; 10 89-497, eff. 6-27-96.) 11 Section 99.
