LRB9002515MWpc SB963 Enrolled LRB9002515MWpc 1 AN ACT to amend the Civil Administrative Code of Illinois 2 by changing Section 49.16. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Civil Administrative Code of Illinois is 6 amended by changing Section 49.16 as follows: 7 (20 ILCS 2705/49.16) (from Ch. 127, par. 49.16) 8 Sec. 49.16. Master plan; reporting requirements. 9 (a) To develop and maintain a continuing, comprehensive 10 and integrated planning process which shall develop and 11 periodically revise a statewide master plan for 12 transportation to guide program development and to foster 13 efficient and economical transportation services in ground, 14 air, water and all other modes of transportation throughout 15 the state. The Department shall coordinate its 16 transportation planning activities with those of other state 17 agencies and authorities, and shall supervise and review any 18 transportation planning performed by other Executive agencies 19 under the direction of the Governor. The Department shall 20 cooperate and participate with Federal, regional, interstate, 21 state, and local agencies, in accordance with Sections 5-301 22 and 7-301 of the Illinois Highway Code, and with interested 23 private individuals and organizations, in the coordination of 24 plans and policies for development of the state's 25 transportation system. 26 To meet the provisions of this Section, the Department 27 shall publish and deliver to the Governor and General 28 Assembly by January 1, 1982 and every 2 years thereafter, its 29 master plan for highway, waterway, aeronautic, mass 30 transportation and railroad systems. The plan shall identify 31 priority subsystems or components of each system which are SB963 Enrolled -2- LRB9002515MWpc 1 critical to the economic and general welfare of State 2 regardless of public jurisdictional responsibility or private 3 ownership. 4 The master plan shall provide particular emphasis and 5 detail of the 5 year period in the immediate future. 6 Annual and 5 year project programs for each State system 7 in this Section shall be published and furnished the General 8 Assembly on the first Wednesday in April of each year. 9 Identified needs included in the project programs shall 10 be listed and mapped in a distinctive fashion to clearly 11 identify the priority status of the projects: (1) projects to 12 be committed for execution; (2) tentative projects which are 13 dependent upon funding or other constraints; and (3) needed 14 projects which are not programmed due to lack of funding or 15 other constraints. 16 All projects shall be related to the priority systems of 17 the master plan, and the priority criteria identified. Cost 18 and estimated completion dates shall be included for work 19 required to complete a useable segment or component beyond 20 the 5 year period of the program. 21 (b) The Department shall publish and deliver to the 22 Governor and General Assembly on the first Wednesday in April 23 of each year a 5-year Highway Improvement Program reporting 24 the number of fiscal years each project has been on previous 25 5-year plans submitted by the Department. 26 (c) The Department shall publish and deliver to the 27 Governor and the General Assembly by November 1 of each year 28 a For the Record report that shall include the following: 29 (1) all the projects accomplished in the previous 30 fiscal year listed by each Illinois Department of 31 Transportation District; and 32 (2) the award cost and the beginning dates of each 33 listed project. 34 (Source: P.A. 82-110.)
