Amends the Election Code. Requires, rather than permits,
the electronic filing of campaign finance reports filed with
the State Board of Elections. Requires, rather than permits,
the State Board to adopt the necessary rules. Requires the
State Board to make accessible through the World Wide Web
only those reports filed with it. Effective immediately.

1 AN ACT to amend the Election Code by changing Section
2 9-28.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Election Code is amended by changing
6 Section 9-28 as follows:
7 (10 ILCS 5/9-28)
8 Sec. 9-28. Electronic filing and availability. The
9 Board shall may by rule provide for the mandatory optional
10 electronic filing of expenditure and contribution reports
11 that must be filed with the Board; the Board may by rule
12 provide for the optional electronic filing of expenditure and
13 contribution reports that must be filed with the county
14 clerk. The Board shall promptly make all reports filed with
15 it under this Article by all political committees publicly
16 available by means of a searchable database that is
17 accessible through the World Wide Web.

19 Section 99. Effective date. This Act takes effect upon
20 becoming law.
