Provides that the Illinois Department of Revenue shall be responsible for administration and enforcement of laws relating to video gaming terminals. Amends the Alcoholism and Other Drug Abuse and Dependency Act to create a program for education, training, and research concerning the problem of compulsive gambling. Amends the Gambling Article of the Criminal Code to make corresponding changes. Effective January 1, 1998.
