Short description: 
VIDEO LOTTERY GAMING                                                       

Synopsis of Bill as introduced:
        Creates  the  Video  Gaming  Act.   Provides  that  the  Illinois      
   Department of Revenue shall  be  responsible  for  administration  and      
   enforcement  of  laws  relating to video gaming terminals.  Amends the      
   Alcoholism and Other Drug Abuse and Dependency Act to create a program      
   for education,  training,  and  research  concerning  the  problem  of      
   compulsive  gambling.   Amends  the  Gambling Article  of the Criminal      
   Code to make corresponding changes.  Effective January 1, 1998.             
          STATE MANDATES FISCAL NOTE                                           
          In the opinion of DCCA, HB 837 fails to create a State mandate       
          under the State Mandates Act.                                        
          HOME RULE NOTE                                                       
          HB 837 does not preempt home rule authority.
