Amends the Vehicle Code. Provides that the Secretary may provide that an application for an instruction permit include a photograph. Provides that a school bus driver permit shall be renewable (instead of not renewable). Provides that the Secretary shall designate on a driver's license (instead of on the reverse side), a space where the licensee may indicate that he or she has drafted a living will or durable power of attorney for health care. Provides that the Secretary shall maintain a file on all photographs and signatures and provides that they shall be confidential and shall only be disclosed to certain persons.
