        Amends the Illinois Marriage and Dissolution of Marriage Act, the      
   Non-Support of Spouse and Children Act, and the  Illinois  Public  Aid      
   Code with regard to enforcement of child support orders to address the      
   fraudulent  transfer  of  assets  by  child  support obligors to avoid      
   support  obligations.   Further  amends  the  Illinois  Marriage   and      
   Dissolution  of  Marriage  Act  to provide that a person who willfully      
   defaults on an order for child  support  may  be  subject  to  summary      
   criminal  contempt proceedings.  Provides that each State agency shall      
   withhold, suspend, or restrict the use of any license  or  certificate      
   issued  by  that  agency to a person found guilty of criminal contempt      
   and authorizes the Department of Public Aid, in addition to others, to      
   receive location  information  for  child  support  establishment  and      
   enforcement   purposes   from   employers,   labor  unions,  telephone      
   companies, and utility companies.  Amends the  Non-Support  of  Spouse      
   and Children Act to provide that a person convicted of non-support may      
   be  sentenced  to  an  alternative  work  program.  Amends the Uniform      
   Interstate Family Support Act to facilitate the  discovery  of  income      
   and  assets  of  out  of  State  child  support   obligors through the      
   issuance of a subpoena by the obligor's  current  state  of  residence      
   upon  the  request  of a tribunal of the state where the child support      
   order is entered.  Effective immediately.
