Creates special license plates designated as State Migratory Waterfowl license plates. Provides for an additional $40 fee for original issuance and a $27 additional fee for each renewal period. Provides that these fees shall be deposited into the State Migratory Waterfowl Stamp Fund and the Secretary of State Special License Plate Fund.
