        Amends the Illinois Insurance Code,  the  State  Employees  Group      
   Insurance Act of 1971, the Counties Code, the Illinois Municipal Code,      
   and various insurance regulatory Acts.  Provides that the coverage for      
   eye  care  benefits  under  those  Acts  may  not discriminate against      
   optometrists with respect to the provision of services or payment  for      
   services.
