Short description: 
VEH CD-CHILD-HELMET                                                        

Synopsis of Bill as introduced:
        Amends the Illinois Vehicle Code.  Provides that it  is  unlawful      
   for  a person under the age of 16 to operate or to be a passenger on a      
   bicycle unless he or she wears a bicycle helmet.  Provides that a  law      
   enforcement  agency  shall impound the bicycle until it receives proof      
   of ownership of a bicycle helmet.  Provides that it is unlawful for an      
   operator of a motorcycle to transport a passenger under the age of  16      
   unless the passenger is wearing a motorcycle helmet.                        
          STATE MANDATES FISCAL NOTE                                           
          In the opinion of DCCA, HB 80 creates a "local organization and      
          structure" mandate under the State Mandates Act.
