Short description: COMMUNTY POLICING FUND-CREATES Synopsis of Bill as introduced: Amends the Illinois Income Tax Act, the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, the Retailers' Occupation Tax Act, and the State Revenue Sharing Act to provide that 1.75% of income tax proceeds and 2.01% of use and occupation tax proceeds shall be deposited into the Community Policing Fund. Provides that moneys in the Fund shall be allocated to municipalities and counties in this State for the purposes of hiring new police officers. Amends the State Finance Act to add the Fund to the list of funds in the State treasury. Amends the Illinois Police Training Act to require the Illinois Law Enforcement Training Standards Board to conduct random audits of units of local government that receive distributions from the Community Policing Fund. Provides that if the Board determines that a unit of local government did not use its distribution for hiring new police officers, then that unit of local government shall not be eligible for a distribution for one year. Effective June 1, 1997. STATE MANDATES ACT FISCAL NOTE HB2288 fails to create a State mandate. HOME RULE NOTE HB 2288 does not preempt home rule authority. FISCAL NOTE (Dept. of Revenue) HB 2288 will divert an estimated $210.8 million form GRF to the Community Policing Fund annually.
