Short description: 
VEH CD-OBEY SCH CROSSING GUARD                                             

Synopsis of Bill as introduced:
        Amends the Illinois Vehicle  Code.   Requires  the  Secretary  of      
   State  to  suspend  the  driving  privileges of a person convicted for      
   willfully failing or refusing to comply with any lawful order or            
   direction  of any school crossing guard invested by law with authority      
   to direct, control or regulate  traffic.   Provides  that  the  person      
   shall  also  be  subject to a mandatory fine.  Allows the Secretary to      
   grant the person a restricted driving permit.  Provides that the owner      
   of a vehicle alleged to have disobeyed a crossing  guard  shall,  upon      
   demand  by  a  prosecutor,  provide  a written statement or deposition      
   identifying the operator of the vehicle if the operator  was  not  the      
   owner.  Effective immediately.                                              
          FISCAL NOTE (Sec. of State)                                          
          Fiscal impact would be approximately $85,000.                        
        HOUSE AMENDMENT NO. 1.                                                 
          Adds reference to:                                                   
          625 ILCS 5/11-203.1 new                                              
        Deletes everything.  Amends the Illinois Vehicle  Code.  Provides      
   that  no  person  shall  willfully  fail  or refuse to comply with any      
   lawful order or direction of any uniformed adult school crossing guard      
   invested by  law  with  authority  to  direct,  control,  or  regulate      
   traffic.  Provides for driver's license suspensions and fines in cases      
   of  violations.   Requires  the  owner  of  a  vehicle  involved  in a      
   violation to identify the operator of the vehicle.                          
        SENATE AMENDMENT NO. 1.                                                
          Deletes reference to:                                                
          625 ILCS 5/11-203.1 new                                              
        Deletes everything.  Provides that a person who  willfully  fails      
   or  refuses  to  comply with a lawful order of a school crossing guard      
   (previously, uniformed adult school crossing guard)  invested  by  law      
   with authority to direct, control, or regulate traffic shall be guilty      
   of a petty offense and fined $150 (previously, no penalty specified).
