Provides exceptions from voter registration record card requirements for election authorities employing computer-based voter registration files. Requires that the voting record of a voter seeking cancellation of his or her registration be retained for 5 years. Eliminates presentation of a voter's triplicate card, or affidavit of cancellation, as a means of transferring voter registration to a different election jurisdiction. Eliminates an affidavit of cancellation as a means of transferring a voter's registration within the same election jurisdiction. Effective immediately.
