From January 1, 1999 to January 1, 2000, requires specified individuals having reasonable cause to believe a person may be a victim of domestic violence to report the case of domestic violence, but not the name of the person, to the Department of State Police. Requires the Department to submit a report on the effectiveness of these provisions to the General Assembly by October 1, 1999.
