2 AMENDMENT NO. . Amend House Bill 1863, AS AMENDED,
3 with page and line number references to House Amendment No.
4 1, by replacing lines 29 through 34 on page 2 and line 1 on
5 page 3 with the following:
6 "The facility director of the Chester Mental Health
7 Center may authorize the temporary use of handcuffs on an
8 individual recipient when necessary in the course of movement
9 of the recipient within the facility to maintain custody or
10 security, or to provide for the safety and protection of
11 other recipients and staff. A record shall be kept of each
12 instance in which handcuffs are used under this Section,
13 including the circumstances and specific reason for such use.
14 ".
