1 AMENDMENT TO HOUSE BILL 2023
2 AMENDMENT NO. . Amend House Bill 2023 by replacing
3 the title with the following:
4 "AN ACT to amend the School Code by adding Sections
5 10-20.31 and 34-18.18."; and
6 by replacing everything after the enacting clause with the
7 following:
8 "Section 5. The School Code is amended by adding
9 Sections 10-20.31 and 34-18.18 as follows:
10 (105 ILCS 5/10-20.31 new)
11 Sec. 10-20.31. School construction site. A school board
12 shall have any cleanup conducted at a school construction
13 site conducted in accordance with standards set by the
14 Environmental Protection Agency and shall obtain the approval
15 of the Environmental Protection Agency for the cleanup. The
16 board may not proceed with construction at the site until any
17 cleanup at the site is conducted in accordance with standards
18 set by the Environmental Protection Agency. The board shall
19 obtain a copy of the Environmental Protection Agency report
20 concerning the cleanup of the site in accordance with
21 standards set by the Environmental Protection Agency before

1 proceeding with construction at the site.

3 Sec. 34-18.18. School construction site. The board of
4 education shall have any cleanup conducted at a school
5 construction site conducted in accordance with standards set
6 by the Environmental Protection Agency and shall obtain the
7 approval of the Environmental Protection Agency for the
8 cleanup. The board may not proceed with construction at the
9 site until any cleanup at the site is conducted in accordance
10 with standards set by the Environment Protection Agency. The
11 board shall obtain a copy of the Environmental Protection
12 Agency report concerning the cleanup of the site in
13 accordance with standards set by the Environmental Protection
14 Agency before proceeding with construction at the site.
15 Section 99. Effective date. This Act takes effect July
16 1, 1999.".
