91_HR0160enr HR0160 Enrolled LRB9106376JMpk 1 HOUSE RESOLUTION 160 2 WHEREAS, Congress and the White House have funded the 3 Social Service Block Grant/Title XX program at a relatively 4 stable level for the past 5 years; and 5 WHEREAS, The FFY 99 funding level for this program 6 unexpectedly dropped 17% during budget negotiations at the 7 close of the last congressional session; and 8 WHEREAS, This federally funded program is almost 9 exclusively devoted to community based human services 10 throughout the State of Illinois, including adoption 11 services, case coordination services, intervention for 12 victims of domestic violence, youth development services, day 13 care for children, employment development services, family 14 support, foster care for children, homemaker services, 15 outpatient treatment, protective intervention, rehabilitation 16 and training for handicapped adults, and treatment for 17 substance abuse, among other funded services, extending into 18 every county and legislative district in the State serving 19 over 130,000 individuals or families in Illinois; and 20 WHEREAS, The National Conference of Mayors, the National 21 Council of State Legislatures, and the National Governors 22 Conference have all strongly recommended the restoration of 23 full funding to this important program; therefore be it 24 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 25 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 26 the Illinois congressional delegation be informed of our 27 concern regarding this essential source of funding for 28 critically important State programming and services; and be 29 it further 30 RESOLVED, That the Illinois House of Representatives 31 urges the Illinois congressional delegation to influence and HR0160 Enrolled -2- LRB9106376JMpk 1 guide the federal budgeting process for FFY 2000 and beyond 2 to restore full funding for the Social Service Block 3 Grant/Title XX program and incrementally increase funding for 4 this essential program as future federal budget opportunities 5 present themselves; and be it further 6 RESOLVED, That copies of this resolution be forwarded to 7 the members of the Illinois congressional delegation 8 immediately.
