1 AN ACT to amend the Illinois Public Aid Code by adding
2 Section 9A-11.3.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Public Aid Code is amended by
6 adding Section 9A-11.3 as follows:
7 (305 ILCS 5/9A-11.3 new)
8 Sec. 9A-11.3. First Year at Home Program. The
9 Department of Human Services shall operate a First Year at
10 Home Program. The Program shall provide funding for one
11 parent of a newborn infant to stay at home to care for the
12 child during the child's first year rather than place the
13 child in out-of-home care. For a period of 12 months from
14 the month of birth of the child, the Department shall pay
15 monthly to an eligible family an amount equal to 90% of the
16 licensed day care home provider rate, minus any required
17 co-payment. To be eligible for the First Year at Home
18 Program, a family must be otherwise income eligible for
19 subsidized child care provided by the Department and must not
20 be a recipient under the Temporary Assistance for Needy
21 Families Program.
22 Section 99. Effective date. This Act takes effect July
23 1, 1999.
