91_SB0562eng SB562 Engrossed LRB9105832SMdv 1 AN ACT to amend the Illinois Public Aid Code by adding 2 Section 9A-11.3. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois Public Aid Code is amended by 6 adding Section 9A-11.3 as follows: 7 (305 ILCS 5/9A-11.3 new) 8 Sec. 9A-11.3. First Year at Home Demonstration Program. 9 Beginning October 1, 1999, the Department of Human Services 10 shall, subject to a specific appropriation for this purpose, 11 operate a First Year at Home Demonstration Program. The 12 Program shall provide funding for one parent of a newborn 13 infant to stay at home to care for the child during the 14 child's first year rather than place the child in out-of-home 15 care. For a period beginning 6 weeks after the birth of a 16 child and up to the child's first birthday, the Department 17 shall pay monthly to an eligible family an amount equal to 18 90% of the licensed day care home provider rate, minus any 19 required co-payment, not to exceed 10% less than the 20 Temporary Assistance for Needy Families monthly cash 21 assistance payment level for a family of the same size in 22 that family's county of residence. 23 To be eligible for the First Year at Home Program the 24 family must be otherwise income eligible for subsidized child 25 care provided by the Department and must not be a recipient 26 of cash assistance under the Temporary Assistance for Needy 27 Families program. The stay at home parent must provide 28 documentation of work participation for 6 out of the 15 29 months prior to the birth of the child. 30 To the extent feasible, the Department shall issue a 31 utilization report which shall include, but not be limited SB562 Engrossed -2- LRB9105832SMdv 1 to, data on the number of families participating in the 2 program, the income of families participating when they apply 3 for the program, the size of families participating in the 4 program, the number of parents in the household, the county 5 of residence of families participating in the Program, and 6 the effect of the Program on availability of infant day care. 7 The Department shall issue an interim report to the General 8 Assembly by December 31, 2000 and a final report by April 1, 9 2003. This Demonstration Program shall end on December 31, 10 2002. 11 Section 99. Effective date. This Act takes effect upon 12 becoming law.
