91_SJ0030enr 91SJ0030 Enrolled LRB9106366KSgc 1 STATE OF ILLINOIS 2 NINETY-FIRST GENERAL ASSEMBLY 3 SENATE 4 Senate Joint Resolution No. 30 5 Offered by Senator Beverly Fawell 6 WHEREAS, National Car Care Month is a nationwide effort 7 by businesses, civic groups, governments, and the media to 8 focus motorists' attention on the need to maintain and repair 9 their cars; and 10 WHEREAS, Since 1981, National Car Care Month has been 11 generally celebrated in October because it is an ideal time 12 for motorists to get their vehicles ready before winter 13 strikes; and 14 WHEREAS, Recent data shows that motor vehicle accidents 15 are the number one killer of people age one through 44; and 16 WHEREAS, 5.2% of all vehicle accidents are caused by car 17 neglect, leading to over 2,600 deaths and nearly 100,000 18 disabling injuries nationwide each year; and 19 WHEREAS, The cost is over $2 billion each year due to car 20 neglect; over $650 million in lost wages, $200 million in 21 medical expenses, $750 million in vehicle property damage, 22 and $500 million in insurance costs; and 23 WHEREAS, 1997 data found that 86% of all vehicles needed 24 repair or maintenance; 27% had low or dirty engine oil, 33% 25 percent had low tire pressure, 31% had inadequate cooling 26 protection, 19% needed new belts, and 24% percent had dirty 27 air filters; therefore, be it 28 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 29 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF 30 REPRESENTATIVES CONCURRING HEREIN, that we encourage the 31 Secretary of State, the Department of Transportation, and the 32 Department of State Police to coordinate efforts with auto 91SJ0030 Enrolled -2- LRB9106366KSgc 1 repair shops, automotive wholesalers, auto dealers, other 2 appropriate businesses, civic groups, and local governments 3 to hold events that recognize and celebrate National Car Care 4 Month; and be it further 5 RESOLVED, That the events should not only be held during 6 National Car Care Month, but they should be held throughout 7 the year as good maintenance and repair of vehicles should be 8 practiced year-round; and be it further 9 RESOLVED, That suitable copies of this resolution be 10 delivered to the Secretary of State, the Secretary of 11 Transportation, and the Director of State Police. 12 Adopted by the Senate, May 20, 1999. 13 _______________________ 14 President of the Senate 15 _______________________ 16 Secretary of the Senate 17 Concurred in by the House of Representatives, May 25, 18 1999. 19 _________________________ 20 Speaker of House of 21 Representatives 22 _________________________ 23 Clerk of House of 24 Representatives
