Establishes the Residential Consumer Advocacy Fund as a special Fund in the State treasury. Provides for the moneys in the Fund to be distributed to the Citizens Utility Board to be used to enable the Board to participate in regulatory proceedings, provide public information and education activities, and provide advice and assistance to individual utility consumers. Amends the Gas Revenue Tax Act, the Telecommunications Excise Tax Act, and the Electricity Excise Tax Law to divert a percentage of the revenues raised under those Acts to the Residential Consumer Advocacy Fund. Provides for a repeal of the Residential Consumer Advocacy Act on January 1, 2006.
