JUDICIAL NOTE (Administrative Office of Illinois Courts) The bill would neither decrease or increase the number of judges needed in the State. Provides that the spending limitations for seeking nomination to the office of State Senator or State Representative apply for the period beginning with the date of the general election and ending with the date of the next general primary election (now, those limits apply for the period beginning with the circulation of the candidate's nominating petitions and ending with the date of the general primary election at which the candidate seeks nomination for election to office). Provides that the spending limitations for seeking election to the office of State Senator or State Representative apply for the period beginning after the general primary election and ending with the date of the next general election (now, the period ends with the date of the general election). Allows the State Board of Elections to assess a civil penalty of up to 10% of the amount expended in excess of the spending limits for a first violation and up to 20% of the amount expended in excess of the spending limits for a second or subsequent violation.
