Provides that each county is entitled, annually, to one honorary scholarship in a public community college or public university in this State, for the benefit of any child of a person who derives 50% or more of his or her income from farming. Establishes selection criteria. Provides that a pupil selected to receive a scholarship is entitled to receive, without charge for tuition, instruction in any or all departments of a public community college or public university for a term of at least 4 consecutive years. Effective immediately.
