House Sponsors: HANNIG. Short description: ELEC CD-RAFFLES-CIV PENALTIES Synopsis of Bill as introduced: Amends the Election Code and the Raffles Act. Requires the State Board of Elections to assess civil penalties for failure to file or delinquent filing of a political committee's statement of organization. Changes the penalty for willfully filing a false or incomplete statement of organization from a maximum $500 fine and 6 months of imprisonment to a business offense with a maximum $5,000 fine. Denies ballot access to a candidate (i) whose name is listed on the statement of organization of a political committee that owes a civil penalty relating to campaign finance or (ii) for whom campaign funds were raised or spent by a political committee that owes a civil penalty relating to campaign finance. Makes a political committee ineligible for a raffle license if the committee owes or is the subject of an unresolved claim for a civil penalty for failing to file or late filing of a statement of organization or campaign expenditure and contribution reports.
