92_HB0447 LRB9203755ARsb 1 AN ACT concerning guide dogs. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Guide Dog Access Act is amended by 5 changing Section 1 as follows: 6 (720 ILCS 630/1) (from Ch. 38, par. 65-1) 7 Sec. 1. When a blind, hearing impaired or physically 8 handicapped person is accompanied by a dog which serves as a 9 guide or leader for such person or when a trainer of a guide 10 or leader dog is accompanied by a guide or leader dog, 11 neither theblind, hearing impaired or physically handicapped12 person nor the dog shall be denied the right of entry and use 13 of facilities of any public place of accommodation as defined 14 in Section 5-101 of the "Illinois Human Rights Act", if such 15 dog is wearing a harness and such person presents credentials 16 for inspection issued by a school for training guide dogs. 17 Any violation of this Act is a Class C misdemeanor. 18 (Source: P.A. 83-93.) 19 Section 10. The White Cane Law is amended by changing 20 Section 3 as follows: 21 (775 ILCS 30/3) (from Ch. 23, par. 3363) 22 Sec. 3. The blind, the visually handicapped, the hearing 23 impaired and the otherwise physically disabled have the same 24 right as the able-bodied to the full and free use of the 25 streets, highways, sidewalks, walkways, public buildings, 26 public facilities and other public places. 27 The blind, the visually handicapped, the hearing impaired 28 and the otherwise physically disabled are entitled to full 29 and equal accommodations, advantages, facilities and -2- LRB9203755ARsb 1 privileges of all common carriers, airplanes, motor vehicles, 2 railroad trains, motor buses, street cars, boats or any other 3 public conveyances or modes of transportation, hotels, 4 lodging places, places of public accommodation, amusement or 5 resort and other places to which the general public is 6 invited, subject only to the conditions and limitations 7 established by law and applicable alike to all persons. 8 Every totally or partially blind, hearing impaired or 9 otherwise physically disabled person or a trainer of support 10 dogs or guide dogs shall have the right to be accompanied by 11 a support dog or guide dog, especially trained for the 12 purpose, in any of the places listed in this Section without 13 being required to pay an extra charge for the guide, support 14 or hearing dog; provided that he shall be liable for any 15 damage done to the premises or facilities by such dog. 16 (Source: P.A. 83-93.)
