92_HB0548ham001 LRB9204866TAtmam 1 AMENDMENT TO HOUSE BILL 548 2 AMENDMENT NO. . Amend House Bill 548 by replacing 3 everything after the enacting clause with the following: 4 "Section 5. The Department of Public Health Act is 5 amended by adding Section 8.5 as follows: 6 (20 ILCS 2305/8.5 new) 7 Sec. 8.5. Advisory Council on Psychotropic Drug Therapy 8 for Children and Adolescents. 9 The Director of Public Health shall appoint an Advisory 10 Council on Psychotropic Drug Therapy for Children and 11 Adolescents. The membership of the Council shall include at 12 least one person from each of the following categories: (i) 13 child psychiatrists, (ii) pharmacologists, (iii) child 14 behavioral specialists, (iv) educators, (v) parents of 15 children taking psychotropic medications, (vi) child 16 advocates, and (vii) representatives of the Department of 17 Children and Family Services and other agencies involved in 18 providing out-of-home care for minors. The Council shall have 19 the following powers: 20 (a) to receive information with respect to, and 21 study and analyze, mental illness and serious emotional 22 disturbances affecting children and adolescents; -2- LRB9204866TAtmam 1 (b) to receive information with respect to, and 2 study and analyze, psychotropic drugs used as treatment 3 for a mental illness or serious emotional disturbance, 4 with particular attention focused on the potential side 5 effects and consequences of abuse, misuse, misdiagnosis, 6 or improper dosage; 7 (c) to address the potential impact of psychotropic 8 drugs on children and adolescents, including the 9 relationship between the use of such drugs and tendencies 10 toward violence or suicide; and 11 (d) to conduct such public hearings as may be 12 necessary to carry out its powers and duties pursuant to 13 this Section. 14 The Council shall submit a written report to the Governor 15 and the General Assembly on or before December 31, 2002, 16 setting forth the findings of the Council on matters within 17 the scope of its powers and duties as set forth in this 18 Section. The Department shall make this report available to 19 the public. 20 Section 99. Effective date. This Act takes effect upon 21 becoming law.".
