92_HB1356 LRB9203588LBmg 1 AN ACT concerning speech. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Illinois Speech-Language Pathology and 5 Audiology Practice Act is amended by changing Section 2 as 6 follows: 7 (225 ILCS 110/2) (from Ch. 111, par. 7902) 8 Sec. 2. Legislative Declaration of Public Policy. The 9 practice of Speech-Language Pathology and Audiology in the 10 State of Illinois is hereby declared to affect the public 11 health, safety and welfare and to be subject to regulation 12 and control in the public interest. It is further declared 13 to be a matter of public interest and concern that the 14 speech-language pathology and audiology professions merit and 15 receive the confidence of the public and that only qualified 16 persons be permitted to practice this profession in the State 17 of Illinois. This Act mustshallbe liberally construed to 18 carry out these objectives and purposes. 19 It is further declared to be the public policy of this 20 State, pursuant to subsections (h) and (i) of Section 6 of 21 Article VII of the Illinois Constitution of 1970, that any 22 power or function set forth in this Act to be exercised by 23 the State is an exclusive State power or function. Such 24 power or function shall not be exercised concurrently, either 25 directly or indirectly, by any unit of local government, 26 including home rule units, except as otherwise provided in 27 this Act. 28 (Source: P.A. 85-1391.)
